Per the title, the rear hatch will not open even when all the conditions are met--vehicle in park, parking brake applied, ignition off, driver door unlocked--the actuator doesnt make any move when using the key fob, the button on the dash, or the button on the exterior of the hatch. The 3 beeps indicate that the doors are locked. Make sure vehicle is in park and you unlock the doors, then hit the lift gate button. Problem resolved , it was the power liftgate module issue.
