Exact dates not announced yet, but this is likely to happen with the pre-patch around Aug 2022. Honestly I think this would be the best option for you.Having everyone on a realm be your faction means ALOT more players. Whereas the 50/50 split could make a big realm feel like a low pop one. I'm not sure of the status of the big pvp realms but I'm pretty sure the top ones like sargeras, Illidan and tichondrius are all weighted one way or the other as well.(again pvpers can chime in here).
